Liability, false arrest, and workmen's
compensation insurance coverage shall be provided for the
regular deputy sheriffs, and the same coverage shall be
provided for the special deputies provided for in this
paragraph.

(9)  The special deputies described in paragraphs
(7) and (8) shall not be considered employees of Cecil
County as special deputies. All other employees covered by
this section are declared to be employees of Cecil County
for purposes of employment security. All sheriff's
Department personnel shall receive all other benefits of
other county employees and are to be declared employees of
the county at the effective date of this legislation.

(10)  The county commissioners of Cecil County
shall furnish the Sheriff and full-time deputy sheriffs
described in paragraph (1) with individual health insurance
coverage, as appropriate, under a health insurance plan or
program to be selected by the county commissioners.]

(11)  THE APPOINTING AUTHORITY FOR THESE
EMPLOYEES IS THE SHERIFF.

(2) (I) THE SHERIFF MAY APPOINT THE NUMBER OF
DEPUTIES AND OTHER PERSONNEL AS BECOME NECESSARY FOR THE
PERFORMANCE OF THE DUTIES OF THE OFFICE.

(II) THE COMPENSATION FOR THE DEPUTIES AND
OTHER PERSONNEL SHALL BE SET BY THE COUNTY COMMISSIONERS.

(3) THE COUNTY COMMISSIONERS SHALL FURNISH THE
SHERIFF WITH ALL ITEMS NECESSARY TO THE FULFILLMENT OF THIS
DUTIES.

(4)(I) THE SHERIFF SHALL RECEIVE A 4-PERCENT
RAISE IN SALARY WHEN THE RATE OF CHANGE IN THE CONSUMER
PRICE INDEX FOR THE MOST RECENTLY AVAILABLE 12-MONTH PERIOD
IS 7 PERCENT OR MORE.

(II) THE SHERIFF'S SALARY MAY NOT EXCEED

$18,000 ANNUALLY.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act

may not be construed to extend or apply to the salary of the
Sheriff of Cecil County if office on the effective date of
this Act, but the provisions of this Act concerning the
salary of the Sheriff of Cecil County shall take effect at
the beginning of the next following term of office.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act

shall take effect July 1, 1981.
