the Secretary of the Department of Health and Mental
Hygiene; providing for the destruction of certain birds
as provided by the Secretary of the Department of
prohibiting certain activities concerning exotic birds
unless a permit is first obtained from the Secretary of
the Department of Health and Mental Hygiene; defining
terms; placing certain requirements and duties on
certain permit holders; granting powers and duties to
the Secretary of Agriculture and the Secretary of
Health and Mental Hygiene; increasing a penalty;
exempting certain birds kept as a household pet or
regulated by other programs from the provisions of this
Act; generally relating to the regulation of birds not
native to Maryland; and clarifying language.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:

Article 43 - Health

[-29.

No person shall bring into the State of Maryland or
offer for sale, sell, give away or breed within the limits
of this State, parrots, parakeets, love birds, macaws,

cockatees, lories, lorikeets and other birds of the

psittacine family NOT NATIVE TO MARYLAND; except under such
rules and regulations as the State Board of Health SECRETARY

OF THE DEPARTMENT OF HEALTH AND MENTAL HYGIENE may

establish. All birds having psittacosis or which are

suspected of being carriers of psittacosis virus, and all
birds of a psittacine family THESE SPECIES exposed to a bird
