coupons, exchangeable for definitive bonds when executed and
available for delivery, provided that any interim
certificates or temporary bonds shall be issued in all
respects subject to the restrictions and requirements set
forth in this Act.
SECTION 8. AND BE IT FURTHER ENACTED, That all
obligations issued pursuant to the authority of this Act,
their transfer, the interest payable on them, and any income
derived from them in the hands of their holders from time to
time, including any profit made in their sale, shall be and
are hereby declared to be at all times exempt from State,
county, municipal, or other taxation of every kind and
nature whatsoever within the State of Maryland.
SECTION 9. AND BE IT FURTHER ENACTED, That the
authority to borrow money and issue bonds provided by this
Act shall be deemed to be additional and alternative
authority for borrowing money, and shall be deemed
supplemental and additional to powers conferred upon the
County by other laws and not in derogation of any existing
power. All other Acts of the General Assembly of Maryland
authorizing the County to borrow money are hereby continued
to the extent that the powers contained in those Acts have
not previously been exercised, unless those Acts have been
expressly repealed by this Act. The validity of bonds
issued by the County under prior Acts is ratified,
confirmed, and approved. This Act, being necessary for the
welfare of the inhabitants of the County, shall be liberally
construed to effect the purposes hereof. All Acts and parts
of Acts inconsistent with the provisions of this Act are
hereby repealed to the extent of that inconsistency.
SECTION 10. AND BE IT FURTHER ENACTED, That at any
time after the effective date of this Act, the Board of
County Commissioners of Caroline County is authorized to
constitute itself The Board of Estimates for Caroline County
under Section 20 of the Code of Public Local Laws of
Caroline County (1965 Edition, as amended) for the purpose
of ascertaining and fixing the estimated amounts of
expenditures and disbursements to be made with respect to
the solid waste facilities, after which the Board of County
Commissioners shall appropriate money for the solid waste
facilities in an amount equal to the estimates made by The
Board of Estimates pursuant to this Section.
SECTION 11. AND BE IT FURTHER ENACTED, That this Act
shall take effect June 1, 1980.
