Preamble

WHEREAS, Federal regulatory requirements have caused an
increase in the complexity of income maintenance and social
services programs of this State; and

WHEREAS, Article 88A, § 3 of the Annotated Code places
the responsibility for the administration of all these
programs with the Social Services Administration of the
Department of Human Resources; and

WHEREAS, Recent studies of the Social Services
Administration reveal that, because of its present size and
complexity, the Social Services Administration cannot manage
effectively both the income maintenance and social services
programs; and

WHEREAS, Management of income maintenance programs must
be improved to reduce errors in order to save State and
Federal funds and prevent Federal fiscal sanctions; and

WHEREAS, Separate administration of income maintenance
and social services programs at the State level should
increase the efficiency and responsiveness of both series of
programs; and

WHEREAS, For these reasons, it is necessary that
management of income maintenance programs be transferred to
a separate administration within the Department of Human
Resources; now, therefore,

SECTION 1. BE IT ORDERED BY THE GOVERNOR OF MARYLAND
PURSUANT TO ARTICLE II, SECTION 24, OF THE CONSTITUTION OF
MARYLAND, That:
