13-209. QUORUM; MEETINGS; REIMBURSEMENT; STAFF; PURCHASING.

(A)   QUORUM.

THREE MEMBERS OF THE AUTHORITY ARE A QUORUM. HOWEVER,
THE AUTHORITY MAY NOT ACT ON ANY MATTER UNLESS AT LEAST
THREE MEMBERS IN ATTENDANCE CONCUR.

(B)   MEETINGS.

THE AUTHORITY SHALL DETERMINE THE TIMES AND PLACES OF
ITS MEETINGS.

(C)   REIMBURSEMENT FOR EXPENSES.

EACH MEMBER OF THE AUTHORITY IS ENTITLED TO
REIMBURSEMENT FOR EXPENSES UNDER THE STANDARD STATE TRAVEL
REGULATIONS, AS PROVIDED IN THE STATE BUDGET.

(D)   STAFF.

THE AUTHORITY MAY EMPLOY A STAFF IN ACCORDANCE WITH THE
STATE BUDGET.

(E)   PURCHASING PROCEDURES.

IN ITS INTERNAL FUNCTIONS, THE AUTHORITY SHALL FOLLOW
THE PROCEDURES OF THIS STATE THAT GOVERN THE PURCHASE OF
OFFICE SPACE, SUPPLIES, FACILITIES, MATERIALS, EQUIPMENT,
AND PROFESSIONAL SERVICES.

REVISOR'S NOTE: This section is new language derived
without substantive change from the fifth and
seventh sentences of Art. 41, § 266HH-3(d), the
first clause of § 266HH-6(5), and the last clause
of § 266HH-6(7).

Throughout this section, the term "member{s}" is
substituted for "director{s}" for conformity.

Subsection (b) of this section is new language
added for clarity.

As to subsection (c) of this section, the
Standard State Travel Regulations are adopted by
the Department of Personnel with the approval of
the Board of Public Works.

The sixth sentence of present Art. 41, §
266HH-3(d) provides that a vacancy or the
disqualification of a member does not affect "the
right of the quorum" to act. This sentence is
