(2) EXCEPT FOR THE EXECUTIVE DIRECTOR, THE
AUTHORITY SHALL APPOINT AND REMOVE ALL PERSONNEL IN
ACCORDANCE WITH THE STATE MERIT SYSTEM LAW.

(E) PURCHASING PROCEDURES.

IN ITS INTERNAL FUNCTIONS, THE AUTHORITY SHALL FOLLOW
THE PROCEDURES OF THIS STATE THAT GOVERN THE PURCHASE OF
OFFICE SPACE, SUPPLIES, FACILITIES, MATERIALS, EQUIPMENT,
AND PROFESSIONAL SERVICES.

REVISOR'S NOTE: This section is new language derived
without substantive change from the third and
fifth sentences of Art. 41, § 266M (c), the last
sentence of Art, 41, § 266N(a) , the first clause
of Art. 41, § 266P(5), and the last clause of
Art. 41, § 266P(13).

Subsection (b) of this section is new language
added for clarity.

As to subsection (c) of this section, the
Standard State Travel Regulations are adopted by
the Department of Personnel with the approval of
the Board of Public Works.

The fourth sentence of present Art. 41, § 266M(c)
provides that a vacancy or the disqualification
of a member "does not impair the right of the
quorum" to act. That sentence is deleted as
inconsistent with the express requirement that at
least three members concur in any action and as
otherwise unnecessary.

13-112. CONFLICTS OF INTEREST.

A MEMBER OF THE AUTHORITY MAY NOT PARTICIPATE IN ANY
DECISION BELATED TO THE APPROVAL OF A MORTGAGE LOAN, IF THE
MEMBER:

(1)   HAS ANY INTEREST IN THE MORTGAGEE OR
PROPOSED MORTGAGEE;

(2)   HAS ANY INTEREST IN ANY PERSON THAT WOULD
RENT, LEASE, OR OTHERWISE OCCUPY THE PREMISES SUBJECT TO THE
MORTGAGE; OR

(3)   IS A DIRECTOR OR OFFICER OF OR OTHERWISE
ASSOCIATED WITH A LOCAL DEVELOPMENT CORPORATION THAT IS THE
MORTGAGOR OR PROPOSED MORTGAGOR OF THE MORTGAGE.

REVISOR'S NOTE: This section is new language derived
from Art. 41, § 266AA.

Present references to the approval of a "contract
of insurance" and to "insured" loans are deleted,
