HARRY HUGHES, Governor                                       661

Present Art. 41, § 266M(b)(6), which allows for
successive terns, is deleted as unnecessary. As
a general rule, the right to serve successive
terms is not limited absent an express provision
to the contrary.

13-109. OFFICERS.

(A)   IN GENERAL.

FROM AMONG ITS MEMBERS, THE AUTHORITY SHALL ELECT A
CHAIRMAN, VICE CHAIRMAN, AND TREASURER.

(B)   ELECTIONS AND TERMS OF OFFICE.

THE MANNER OF ELECTION OF OFFICERS AND THEIR TERMS OF
OFFICE SHALL BE AS THE AUTHORITY DETERMINES.

REVISOR'S NOTE: Subsection (a) of this section is new
language derived without substantive change from
the first sentence of Art. 41, § 266M(c) —
except as it deals with the "manager" (i.e.,
executive director) of the Authority.

Subsection (b) of this section is new language
added for clarity.

The second sentence of present Art. 41, §
266M(c), which requires the secretary and
treasurer to be bonded, is deleted as unnecessary
since, in fact, all State employees and officers
are covered by a blanket bond.

13-110. EXECUTIVE DIRECTOR.

(A)       POSITION AND APPOINTMENT.

THE AUTHORITY, WITH THE APPROVAL OF THE SECRETARY,
SHALL APPOINT AN EXECUTIVE DIRECTOR, WHO IS THE CHIEF
ADMINISTRATIVE OFFICER AND SECRETARY OF THE AUTHORITY.

(B)   RESPONSIBLE TO AUTHORITY.

THE EXECUTIVE DIRECTOR SERVES AT THE PLEASURE OF THE
AUTHORITY SUBJECT TO THE CONCURRENCE OF THE SECRETARY.

(C)   DUTIES.

IN ADDITION TO ANY OTHER DUTIES SET FORTH IN THIS
SUBTITLE, THE EXECUTIVE DIRECTOR SHALL:

(1) DIRECT AND SUPERVISE THE ADMINISTRATIVE
AFFAIRS AND TECHNICAL ACTIVITIES OF THE AUTHORITY, IN
ACCORDANCE WITH ITS RULES, REGULATIONS, AND POLICIES;

(2) ATTEND ALL MEETINGS OF THE AUTHORITY;
