importation of distant signals be considered as a factor in
establishing service areas; (4) requiring that members of
the Cable Television Commission disclose their financial
interests; (5) increasing the cable television franchise
application fee and franchise fee; (6) increasing the value
of the performance bond to be posted by a cable television
franchisee; (7) deleting certain provisions relating to
subscriber fees; (8) prohibiting "repeated" failure, refusal
or neglect of a franchisee to operate a cable television
system in accordance with Subtitle 5A; (9) changing the
number of subscribers required before a franchisee is
required to maintain a studio and headend capable of
producing live or recorded programming; (10) increasing the
penalties for violations of Subtitle 5A and the franchise
agreement and making the imposition of penalties
discretionary with the Cable Television Commission; (11)
setting new equal employment opportunity requirements for
franchisees; (12) deleting certain obsolete references to
Federal Communication Commission regulations; and (13)
requiring that a franchisee provide channels for public
access.
