Chapter 7

AN EMERGENCY ACT to amend Chapter 6A, title "Beverage
Containers" of the Montgomery County Code 1972, as amended,
by repealing and reenacting with amendments, Sections 6A-3,
title "Refund value required"; 6A-4(a) and (b), title
"Acceptance for refund"; 6A-5, title "Non-reusable beverage
container markings"; 6A-6, title "Metal non-reusable
beverage containers with detachable openings; prohibited";
and 6A-9, title "Additional information"; to provide that
certain provisions of the beverage container law, Chapter
6A, shall become effective April 1, 1980; to provide that
non-reusable beverage containers with detachable openings
shall be prohibited beginning January 1, 1979; and to
require certain reporting by the County Executive.

Effective Date July 27, 1978.

Chapter 8

AN EMERGENCY ACT and ORDINANCE authorizing and
providing for the issuance and sale from time to time, by
Montgomery County, Maryland, of its revenue bonds,
designated "Industrial Development Revenue Bonds (General
Motors Project)", in an aggregate principal amount not
exceeding $3,000,000, pursuant to the provisions of Sections
266A through 266-I, inclusive, of Article 41 of the
Annotated Code of Maryland (1978 Replacement Volume), as
amended, in order to loan the proceeds to General Motors
Corporation, a Delaware corporation, or to a wholly-owned
subsidiary of such corporation, for the sole and exclusive
purpose of financing the acquisition by such corporation or
wholly-owned subsidiary of an industrial building in
Montgomery County as provided in this Act; making certain
legislative findings, among others, concerning the public
benefit and purpose of the revenue bonds; providing that
such revenue bonds (a) shall be payable solely and only from
revenue derived from payments by such corporation or others
to Montgomery County, Maryland, on account of such loan and
(b) shall not ever constitute, within the meaning of any
constitutional or charter provision or otherwise (i) an
indebtedness of Montgomery County, Maryland, or any other
political subdivision or (ii) a charge against the general
credit or taxing powers of Montgomery County, Maryland;
providing that this Act shall constitute a ratification of
the binding and enforceable commitment heretofore made by
Montgomery County, Maryland, to the aforesaid corporation or
its wholly-owned subsidiary, to issue the revenue bonds so
authorized; authorizing the private sale of such revenue
