AN ACT to amend Sections 1.210, 1.211 and 1.212 of
Subtitle 2 "Classification Plan", Title I "Administration"
to provide for the addition of a new position in the County
Classified Pay Plan and to provide for minimum
qualifications for this position and to provide for a pay
plan for this position.
Effective Date October 6, 1979.

AN ACT to amend Section 1.303(e) of the Howard County
Code Title I "Administration", Subtitle 3 "Exempt Service"
to adjust the rate of compensation for the Senior Assistant
State's Attorney, and further providing that the effective
date of the pay rate shall be July 2, 1979.
Effective Date September 19, 1979.

AN ACT for the purpose of providing a method to
establish and fund the expenses of a Middle Patuxent Sewer
Interceptor Project by (1) adding new Section 18.101.1
"Middle Patuxent Drainage Area Subdistrict" to Title 18
"Public Works", Subtitle 1 "Public Utilities" creating the
Middle Patuxent Drainage Area Subdistrict within the
Metropolitan District and defining the area of the
Subdistrict; and (2) adding new Section 20.311 B "Middle
Patuxent Drainage Area Assessments, Charges and Taxes" to
Title 20 "Taxation and Public Credit", Subtitle 3 "Water and
Sewer Charges and Assessments" providing for Middle Patuxent
Drainage supplemental in-aid-of construction charges and
Middle Patuxent Drainage Area supplemental ad valorem taxes
and establishing the charges and the ad valorem tax.
Effective Date November 9, 1979.

AN ACT to enact new Section 18.122B "Allocation of
Water and Wastewater Capacity" to Title 18 "Public Works" of
the Howard County Code for the purpose of establishing
methods to calculate available water and wastewater
capacity, to determine service priority and to allocate
available capacity; providing for the apportionment of
available water and wastewater capacity; establishing
procedures for the allocation of water or wastewater
capacity to subdivisions; defining the amount of available
water or wastewater capacity; and listing the priorities for
providing allocation.
