EXECUTIVE ORDERS
STATE COORDINATING COMMITTEE ON
SERVICES TO HANDICAPPED CHILDREN
WHEREAS, The General Assembly has indicated the high
priority it attaches to the care and treatment within
Maryland of children now placed out of State; and
WHEREAS, The State Coordinating Committee on Services to
Handicapped Children, through its work in developing
placement and funding procedures for children in
nonpublic facilities, is familiar with these matters;
NOW, THEREFORE, I, HARRY HUGHES, GOVERNOR OF MARYLAND,
PURSUANT TO THE AUTHORITY VESTED IN ME BY ARTICLE II OF
THE MARYLAND CONSTITUTION AND BY ARTICLE 41, SECTION
15C OF THE ANNOTATED CODE OF MARYLAND, HEREBY
PROMULGATE THE FOLLOWING EXECUTIVE ORDER AMENDING
EXECUTIVE ORDER 01.01.1978.07, EFFECTIVE IMMEDIATELY:
1. There is a State Coordinating Committee on
Services to Handicapped Children.
2. The Committee consists of the following
persons:
a. one representative from the State
Department of Budget and Fiscal Planning;
b. three representatives from the State
Department of Education, including the
Assistant State Superintendent of Schools
for the Division of Special Education;
c. the Assistant Secretary for Mental
Health and Addictions, the Assistant
Secretary for Health, and the Assistant
Secretary for Special Programs, or their
respective designees;
d. three representatives from the State
Department of Human Resources; and
e. the Governor's Executive Aide for
Education and the Director of the Office
for the Coordination of Services to the
Handicapped.
3. The Chairmanship of the Committee shall
rotate on an annual basis among the
representatives of the Departments of Education,
Health and Mental Hygiene, and Human Resources.
The State Superintendent of Education shall
designate the first chairman. The Secretary of
Health and Mental Hygiene and the Secretary of
