from this Order, bearing registration
plates with the last digit ending in a
letter, the last numerical digit of the
registration plate, after disregarding the
letter, shall determine the calendar date
for which gasoline may be purchased for
such vehicles;
(d) For any calendar month in which there
are 31 days and in February in a leap year,
sales may be made on the last day of the
month without regard to the registration
plates of the motor vehicle;
(e) Purchases may be made on Saturday and
Sunday and legal holidays to the extent the
stations are open, without regard to the
registration plates of the motor vehicle;
and
(f) The prohibitions set forth hereinabove
and the sanctions set forth hereinafter
apply to both the seller and the purchaser.
2. (a) The Director of Energy Policy is hereby
authorized to enter into agreements with other
states for reciprocity with respect to the
provisions of this Order. He shall then declare
which jurisdictions have made such reciprocity
agreements. As to such jurisdictions, and as to
Virginia and the District of Columbia, gasoline
purchases shall be made for vehicles bearing
license plates from those jurisdictions in the
same manner as if the vehicle were registered in
Maryland; and
(b) Gasoline purchases by an operator of a
vehicle bearing foreign registration plates
from a jurisdiction other than Virginia and
the District of Columbia which has not
entered into a reciprocal agreement with
the State of Maryland may be made on both
odd and even numbered days.
3. The following vehicles shall be excluded from
the provisions of the Order and gasoline may be
purchased for them on both odd and even numbered
days regardless of registration plate number:
(a) Authorized emergency vehicles as
defined in Section 11-118 of the
Transportation Article of the Annotated
Code of Maryland;
