Maryland Constitution, I have today vetoed House Bill 945.

This bill authorizes creation of a State debt to be
used as the State share for the planning, design,
construction and equipping of an Administration-Classroom
Building and a Learning Resource Center on a new campus of
the Capitol Institute of Technology.

Senate Bill 481, which was enacted by the General
Assembly and signed by me on May 27, 1980 accomplishes the
same purpose.

Therefore it is unnecessary for me to sign House Bill
945.

House Bill No. 959

AN ACT concerning

Property Tax Credit - Newly Constructed and
Rehabilitated Dwellings

FOR the purpose of providing a statewide authorizing the
counties and Baltimore City to grant a property tax
credit against local property taxes for certain newly
constructed dwellings; and repealing or amending
certain tax credit provisions that apply to certain
counties.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 959.

This bill authorizes the counties and Baltimore City to
grant a special tax credit for owners of unsold or unrented,
newly constructed or substantially rehabilitated single
dwelling units.
