Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 944.

This bill authorizes municipalities to loan the
proceeds of Maryland Industrial Development Financing
Authority borrowing to industrial project applicants.

Senate Bill 461, which was enacted by the General
Assembly and signed by me on April 8, 1980 accomplishes the
same purpose.

Therefore it is unnecessary for me to sign House Bill
944.

AN ACT concerning

Creation of a State Debt -
Capitol Institute of Technology

FOR the purpose of authorizing the creation of a State Debt
in the amount of $1,000,000, the proceeds to be used
for the planning, design, construction, and equipping
of the Administration - Classroom Building and the
Learning Resources Center of the Capitol Institute of
Technology, subject to the provision that the Capitol
Institute of Technology provide at least an equal and
matching fund for the same purpose by a certain date;
and providing generally for the issue and sale of bonds
evidencing the loan.
