Dear Mr. President:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill 1081.

This bill transfers those regulatory functions which
affect sediment control and the recycling of used oil from
the Department of Health and Mental Hygiene to the
Department of Natural Resources.

House Bill 1974, which was enacted by the General
Assembly and signed by me on May 27, 1980 accomplishes the
same purpose.

Therefore it is unnecessary for me to sign Senate Bill
1081.

AN ACT concerning

Unemployment Insurance - Minimum Qualifying Wages

FOR the purpose of eliminating altering certain provisions
which prevent a claimant for Unemployment Insurance
benefits from qualifying for benefits when the claimant
earns minimum qualifying wages in divisions lower than
the next certain number of lower divisions below the
division of his high quarter wages; and making
technical changes in style
