Dear Mr. President:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill 939.
This bill creates the Northeast Maryland Waste Disposal
Authority Act to acquire, construct and operate waste
disposal and energy generating projects.
House Bill 1882, which was enacted by the General
Assembly and signed by me on May 27, 1980 accomplishes the
same purpose.
Therefore it is unnecessary for me to sign Senate Bill
939.

AN ACT concerning
Anne Arundel, Baltimore, Carroll, Harford, and
Howard Counties and Baltimore City - Sunday Closing Laws
FOR the purpose of revising certain provisions of law
pertaining to work, labor, recreational, and amusement
activities, and the operation of business on Sundays in
certain counties; providing certain penalties;
specifying certain rights of employees; providing that
no person may be required to open his place of business
on Sunday; repealing certain existing restrictions that
apply to certain activities on specified Sundays
occurring before December 25; repealing authority of
Baltimore City to enact legislation pertaining to
certain business activities on Sunday; preempting and
repealing provisions of certain ordinances and
resolutions of Baltimore City that are inconsistent
with this Act; and generally relating to the revision
of laws applicable to certain counties and Baltimore
City that restrict work, recreational, and commercial
activities on Sundays.
