Dear Mr. President:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill 571.

This bill, as amended, requires that all holders of a
temporary Class B, beer, wine and liquor license must
purchase all liquors sold by them from the Worcester County
Liquor Control Board.

House Bill 1025, which was enacted by the General
Assembly and signed by me on May 27, 1980 accomplishes the
same purpose.

Therefore it is unnecessary for me to sign Senate Bill
571.

AN ACT concerning

Unemployment Insurance - Contributions by Employers

FOR the purpose of modifying the Schedule of Basic Rate
Adjustments which applies to employers contributing to
the Unemployment Insurance Fund; limiting the maximum
basic rate adjustment which may be applied for the
fiscal year beginning July 1, 1980; adjusting the
maximum rate at which employers may be required to pay
contributions under certain circumstances; and deleting
certain obsolete language.
