This bill authorizes the creation of a state debt in
the amount of $2,000,000 to fund the Energy Saving Devices
Loan Program in the Department of Economic and Community
Development.

Section 2 of the bill provides that the bill shall take
effect on July 1, 1980, contingent on the taking effect of
Senate Bill 191 of the same Session. Section 2 of the bill
further provides, "(s)hould that measure (S.B. 191) fail of
enactment, the provisions of this Act are null and void
without the necessity of further action by the General
Assembly."

In view of the fact that Senate Bill 191 did not pass
the 1980 Session, Senate Bill 193 cannot be given effect.

For this reason, I have decided to veto Senate Bill
193.

which may not be used in the name of an unincorporated
organization subject to an exception.

Maryland Constitution, I have today vetoed Senate Bill 239.

This bill prohibits the use of the word "company" in
