HARRY HUGHES, Governor

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Governor be requested to direct the Maryland Department of
Health and Mental Hygiene to conduct a comprehensive study
of the problem of inhalant abuse and to make specific
recommendations with regard to methods of prevention,
preventive education, and effective treatment of this
problem; and be it further

RESOLVED,     That the Department should submit its report

to the General    Assembly on or before January 15, 1981

detailing the    results of their research in this State, and
be it further

RESOLVED, That copies of this Resolution be sent to the
Governor, the Honorable Harry Hughes; the President of the
Senate of Maryland, the Honorable James Clark, Jr.; the
Speaker of the House of Delegates, the Honorable Benjamin L.
Cardin; Charles R. Buck, Jr., Sc.D., Secretary of Health and
Mental Hygiene, 201 West Preston Street, Baltimore, Maryland
21201; and to Richard L. Hamilton, Director, Drug Abuse
Administration, 201 West Preston Street, 4th floor,
Baltimore, Maryland 21201.

(House Joint Resolution No. 72)

A House Joint Resolution concerning

Frederick County Harness Racing Training Center

FOR the purpose of urging the General Assembly to establish
a commission to study the feasibility of obtaining
funds for a requesting the Senate Committee on Finance
and the House Committee on Ways and Means, as part of
their interim joint study of the racing industry, to
study also the potential needs and benefits related to
improving and expanding the harness horse training
center at the Frederick County Agricultural Society.

WHEREAS, In Frederick County there is an interest for a
an expanded and improved harness racing training center at
the Frederick County Agricultural Society; and

WHEREAS, At the present time the racetrack and
facilities located at the Frederick County Agricultural
Society Fair Ground is are mediocre and unable to provide
adequate facilities; and

WHEREAS, There are presently 75 - 100 horses stabled
there and training; and
