(House Joint Resolution No. 54)

A House Joint Resolution concerning

Adult and Community Education - State
Assumption of Costs

FOR the purpose of requesting the appointment of a study
commission, with a certain membership composition, to
study complete State aid for adult and community
education Subcommittee on Education of the Task Force
to Study State-Local Fiscal Relationships to review
adult and community education programs and funding as
part of its continuing education study.

WHEREAS, History has proven that education is the best
method of human development; and

WHEREAS, One of this State's most valuable resources is
its educational system; and

WHEREAS, The educational system provides opportunities
for people who were unable to take advantage of this system
when they were young because of circumstances beyond their
control; and

WHEREAS, The educational system provides opportunities
for those who would like to continue their education; and

WHEREAS, Some people are denied the opportunities
provided by the educational system because of the costs of
pursuing their education as an adult; and

WHEREAS, Human development through education is the
best manner in which to contribute to the overall growth of
the State and thus, the best investment is for this State to
make adult and community education available to those who
want it; now, therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That a
commission be appointed to study the feasibility of State

aid to adult education and community education the

Subcommittee on Education of the Task Force to Study
State-Local Fiscal Relationships review adult and community
education programs and funding as part of its continuing
education study; and be it further

RESOLVED, That the commission be composed as follows:
one member of the Senate of Maryland (appointed by the
President; one member of the House of Delegates (appointed
by the Speaker); one member of the State Department of

Education specializing in adult education programs

appointed by the State Superintendent of Schools); one
member from the State Board for Higher Education (appointed
