JOINT RESOLUTIONS

hearings throughout Charles County and encourage civic
organizations to hold public forums to determine the wishes
of the majority of the citizens with regard to any proposed
change in the government of Charles County and report the
findings and summary of the proposals to the legislative
delegation by December 1, 1981; and be it further

RESOLVED, That a copy of this Resolution be sent to the
Charles County Commissioners, Courthouse, LaPlata, Maryland
20646.

A House Joint Resolution concerning

Air Quality - Energy Production

FOR the purpose of informing the President of the United
States and the Maryland Congressional Delegation that
the State of Maryland favors exempting, under certain
conditions, the increased pollutant emissions due to
coal conversions by electric generating companies from
contributing to the consumption of the Prevention of
Significant Deterioration increment.

WHEREAS, An energy crisis presently exists in this
United States with no immediate solution; and

WHEREAS, One of the major causes of this energy crisis
is the increased demand for oil; and

WHEREAS, The increase in the demand for oil has
resulted in an increase in the country's need for imported
oil; and

WHEREAS, The President of the United States has made a
public commitment to reduce oil imports; and

WHEREAS, One of the President's major solutions to this
problem is to reduce the amount of oil being used in the
production of electricity, preferably through the increased
use of domestic coal; and

WHEREAS, Alternative energy sources such as solar,
wind, geothermal, and the use of biomass should also be
employed along with energy conservation to significantly
reduce the dependence on foreign oil; and

WHEREAS, The United States has an abundance of coal
reserves amounting to approximately 400 years of energy
production; and
