Following these studies, the Department should assist the
various government agencies involved in preparing flood
management plans for their respective jurisdictions; and be
it further
RESOLVED, That a copy of this Resolution be sent to the
Secretary of Natural Resources, James B. Coulter, Tawes
State Office Building, Annapolis, Maryland 21401; the
National Park Service, 18th and 19th Streets, N.W.,
Washington, D.C. 20009; the Frederick County Commissioners,
Winchester Hall, Frederick, Maryland 21701; and the
Commissioners of the Town of Thurmont, 505 E. Main Street,
Thurmont, Maryland 21788.

A Senate Joint Resolution concerning
Charles County Commissioners
FOR the purpose of requesting the Charles County
Commissioners to hold public hearings to discuss a
proposal to revise the number of Charles County
Commissioners elected to office and to discuss a
proposal to elect Commissioners by districts.
WHEREAS, The local governing body of Charles County
currently consists of three persons each elected at large
for 4 year terms from Charles County; and
WHEREAS, Some organizations and citizens of Charles
County have proposed that the number of elected
Commissioners be increased from three to five and that the
Commissioners be elected from districts rather than at
large; and
WHEREAS, It is the desire of the Legislative
Delegation to discharge its responsibility to the citizens
of Charles County in a manner consistent with the wishes of
the majority of the citizens; and
WHEREAS, The Legislative Delegation believes that the
proposal must receive the maximum consideration and study
from the citizens before the size and Districts in which
Charles County Commissioners are elected is revised; now,
therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Charles County Commissioners are requested to hold public
