mental health of the [addict] DRUG ABUSER himself are all
by-products of this spreading disease. The drug [addict]
ABUSER needs help before he is compelled to resort to crime
to support his habit. The drug [addict] ABUSER who commits
a crime needs help to break his [addiction] PATTERN OF
ABUSE. A comprehensive program of treatment, rehabilitation
and aftercare for drug [addicts] ABUSERS can fill these
needs.

(c)  Experience has demonstrated that drug [addicts]
ABUSERS can be rehabilitated and returned to useful lives
[only] through extended periods of] COMPREHENSIVE treatment
[in a controlled environment] followed by [supervision in]
an [after-rare] AFTERCARE program. The purpose of this
article is to provide a comprehensive program of human
renewal of drug [addicts] ABUSERS in rehabilitation centers
and [after-care] AFTERCARE programs. The comprehensive
program provided by this article is designed to assist the
rehabilitation of drug [addicts] ABUSERS. It applies to
[addicts] DRUG ABUSERS who are not accused of crimes, as
well as [addicts] DRUG ABUSERS convicted of crimes. The
program is further designed to protect society against the
social contagion of drug [addiction] DEPENDENCY and to meet
the need of drug [addicts] ABUSERS for medical,
psychological and vocational rehabilitation, while
safeguarding the liberty of individuals against undue
interference.

2.

(A) [As used in] IN this article [--] THE FOLLOWING
WORDS HAVE THE MEANINGS INDICATED.

[(a)] (B) "The Authority" or "the Administration"
means the Drug Abuse Administration established by § 1A of
this article.

[(b) "The Center" means the Drug Addiction
Rehabilitation Center 1

(c) "The Council" means the Advisory Council on Drug
Abuse.

(d)  "Drug abuse" means any UNAUTHORIZED USE, misuse
[by any person of or], dependence [by any person] on [any
drug], OR EXPERIMENTATION WITH ANY CONTROLLED DANGEROUS
SUBSTANCE, whose use is either prohibited or regulated by §§
276 through 302 of Article 27 [including, but not limited
to, narcotic and nonnarcotic drug addiction and narcotic and
nonnarcotic drug habituation].

(E) (1) "DRUG ABUSER" MEANS AN INDIVIDUAL WHO EXHIBITS
SYMPTOMS OF DRUG ABUSE OR, BY REASON OF REPEATED USE OF A
CONTROLLED DANGEROUS SUBSTANCE, THE USE OF WHICH EITHER IS
PROHIBITED OR REGULATED BY §§ 276 THROUGH 302 OF ARTICLE 27,
IS IN IMMINENT DANGER OF BECOMING DEPENDENT ON THE DRUG.
