(D)  THE SECRETARY SHALL PROVIDE TRANSPORTATION AND
EQUIPMENT NECESSARY TO THE COMPLETION OF ANY PROJECT.

(E)  THE SECRETARY ANNUALLY SHALL PREPARE A REPORT
DESCRIBING THE ACTIVITIES OF THE PROGRAM AND RECOMMENDING
IMPROVEMENTS TO THE PROGRAM. THE REPORT SHALL BE SUBMITTED
TO THE GOVERNOR AND TO THE GENERAL ASSEMBLY NOT LATER THAN
THE FEBRUARY 1 FOLLOWING THE CLOSE OF THE PROGRAM YEAR.

12-104.

THE COUNTIES AND BALTIMORE CITY SHALL ADMINISTER THE
PROGRAM ACCORDING TO THE RULES AND REGULATIONS PROMULGATED
BY THE DEPARTMENT. A PARTICIPANT SHALL BE AN EMPLOYEE OF
THE COUNTY OR BALTIMORE CITY, EXCEPT THAT THE PARTICIPANT
SHALL NOT RECEIVE EMPLOYMENT BENEFITS.

12-105.

A PARTICIPANT SHALL RECEIVE NO LESS THAN THE MINIMUM
HOURLY WAGE PROVIDED BY LAW.

12-106.

A PARTICIPANT MAY NOT REMAIN IN THE PROGRAM FOR MORE
THAN 70 DAYS DURING ANY CALENDAR YEAR.

12-107.

THE PROGRAM SHALL INCLUDE 8 HOURS PER WEEK OF
EDUCATIONAL OR INSTRUCTIONAL ACTIVITIES FOR WHICH
PARTICIPANTS MAY NOT RECEIVE COMPENSATION.

12-108.

PARTICIPANTS SHALL BE ENCOURAGED TO SPEND TIME WITH
THEIR FAMILIES. LEAVE FROM WORK OR PROJECTS SHALL BE
GRANTED FOR FAMILY ACTIVITIES WITHOUT COMPENSATION.

12-109.

THE GOVERNOR SHALL PROVIDE SUFFICIENT FUNDING FOR THE
PROGRAM IN EACH FISCAL YEAR BEGINNING JUNE 1, 1980 THROUGH
MAY 31, 1982. EACH ANNUAL APPROPRIATION SHALL FUND THE
PROGRAM IN TEN COMMUNITIES. HOWEVER, EACH COMMUNITY SHALL
ASSUME 20 PERCENT OF THE COST OF ITS SHARE OF THE PROGRAM.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect April June 1, 1980, contingent upon the
appropriation of sufficient funding in the State budget and
if the budget does not contain sufficient funding, this Act
shall be null and void without the necessity of further
action by the General Assembly.
