Preamble

WHEREAS, Solid waste disposal must be viewed as a
regional, statewide effort; and

WHEREAS, The reuse of previously processed material
represents a considerable energy savings over the use of raw
materials; and

WHEREAS, It is in the interests of the State, its
citizens and subdivisions to promote reusable materials for
industrial and commercial markets; and

WHEREAS, Cooperative arrangements between subdivisions

and the State which encourage the use of previously

processed material promote better and more economical land
use policies; and

WHEREAS, Aiding in the creation of regional uses and
regional markets for recyclable products extends the life
span of existing landfills; and

WHEREAS, Current efforts to enforce laws, and to
recover, market, and recycle waste materials are inadequate;
and

WHEREAS, New and innovative approaches to dealing with
solid waste are necessary; now, therefore,

The General Assembly declares it is the purpose of this
Act to establish a comprehensive statewide program to deal
with solid waste disposal, to improve and promote energy
conservation, to increase recovery and recycling of waste

materials, to foster a statewide awareness of the

environmental and economic impact of solid waste disposal,
and to encourage regional waste disposal and recovery
efforts.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:
