collection, use, and disposition of the proceeds of
this tax; providing certain duties to the Comptroller
of the Treasury relating to this tax; creating a
resource recovery and materials recycling program in
the Department of Natural Resources; defining certain
terms; giving certain powers to the Department to carry
out this program; creating a resource recovery and
materials recycling fund in the Department for certain
purposes relating to the program; providing for the

depositing, administering, and use of this fund;

limiting the amount of money committed for certain
purposes in this fund; creating a Resource Recovery

Advisory Board in the Department; providing for

composition, appointment, qualifications, tenure,

vacancies, officers, and compensation of members on the
Board; providing for the evaluation of the Board and
certain regulations on a certain date; terminating the
Board and certain regulations on a certain date;
providing certain powers and duties for the Board;
providing certain powers and duties for the Department
relating to resources recovery and materials recycling

in this State; providing for grants to certain

jurisdictions; prohibiting certain acts; providing

certain penalties; providing certain people with

certain police powers to enforce this Act; providing
for a short title; providing for the nonseverability of
this Act; and generally relating to resource recovery
and materials recycling in this State.

FOR the purpose of creating a Resource Reduction and
Material Recycling and Litter Control Advisory Board
in the Department of Natural Resources; establishing

membership criteria; providing for specific

authorizations; and generally relating to the Resource
Reduction and Material Recycling and Litter Control
Advisory Board.

BY repealing and reenacting, with amendments,

Article 41 - Governor - Executive and Administrative
