SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:

Article 66D - Maryland-National Capital Park and
Planning Commission

7-113.

The Commission may establish grades for all roads
within the regional district, but in Montgomery County all
road grades established shall be established within the
tolerances set forth in the provisions of the Montgomery
County Road Code. IN PRINCE GEORGE'S COUNTY THE AUTHORITY TO
ESTABLISH ROAD GRADES SHALL BE ADMINISTERED BY THE COUNTY
DEPARTMENT OF PUBLIC WORKS AND TRANSPORTATION. Until a
grade has been established by the Commission, OR THE COUNTY
DEPARTMENT AS APPROPRIATE, no grading of a permanent nature
shall be made. Any unauthorized grading of a permanent
nature by any State, municipal or county officer or employee
or by any private person is declared to be a misdemeanor and
punishable as such under the provisions of this article.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1980.

AN ACT concerning

Prince George's County - Washington Suburban Sanitary

Commission - Flood Control Facilities - Financing

PG/MC 24-80

FOR the purpose of authorizing the issurance issuance of
bonds of the Washington Suburban Sanitary District in
an aggregate principal amount not exceeding $5,000,000
for paying the cost of storm water, surface drainage,
or flood control projects or systems in the Prince
George's County portion of the District, including the
payment of any portion of the costs of sanitary sewer
or water supply facilities resulting from the
construction or planned construction of the storm
water, surface drainage, or flood control systems;
providing an alternate remedy for flood and storm water
conditions, taking into account public interest factors
of environmental enhancement, engineering feasibility,
and economy of system construction and operation, to
pay the cost of acquiring land, interests in land, and
