(6) THE LOAN SHALL BE REPAID WITHIN 30 YEARS,
AND THE FIRST PAYMENT SHALL BE MADE AT THE TIME STIPULATED
BY THE BOARD OF PUBLIC WORKS.
(7) BEFORE ANY LOAN IS MADE, THE PETITIONER
SHALL EXECUTE AN AGREEMENT SPECIFYING THE PURPOSE, AMOUNT,
AND MANNER OF REPAYMENT OF THE LOAN AND SUCH OTHER TERMS AND
CONDITIONS AS MAY BE REQUIRED BY REGULATIONS OF THE BOARD OF
PUBLIC WORKS. THE AGREEMENT SHALL BE SIGNED ON BEHALF OF
THE STATE BY THE DEPARTMENT OF HEALTH AND MENTAL HYGIENE AND
SHALL BE APPROVED BY THE BOARD OF PUBLIC WORKS.
(8) EXCEPT IN EXTRAORDINARY CIRCUMSTANCES,
DETERMINED BY THE DEPARTMENT OF HEALTH AND MENTAL HYGIENE
AND THE BOARD OF PUBLIC WORKS, A PETITIONER MAY RECEIVE NO
MORE THAN A TOTAL OF FIVE HUNDRED THOUSAND DOLLARS
($500,000) IN ONE OR MORE NEW LOANS DURING ANY CALENDAR
YEAR.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect June 1, 1980.

AN ACT concerning
Creation of a State Debt - Baltimore City Jail
FOR the purpose of authorizing the creation of a State Debt
in the aggregate amount of $650,000, the proceeds to be
used for the completion of the renovation and
conversion of the old City Jail kitchen into a
dormitory; subject to the requirement that the Mayor
and City Council of Baltimore provide at least an equal
and matching fund for the same purpose; and providing
generally for the issue and sale of bonds evidencing
the loan.
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That:
(1) The Board of Public Works may borrow money and
incur indebtedness on behalf of the State of Maryland
through a State loan to be known as the Baltimore City Jail
Loan of 1980 in the aggregate principal amount of $650,000.
This loan shall be evidenced by the issuance and sale of
State general obligation bonds authorized by a resolution of
the Board of Public Works and issued, sold and delivered in
