[6B.] 8-203.

There shall be a pricing committee for Blind Industries
and Services of Maryland. The committee is composed of four
persons: the executive [vice-president] VICE PRESIDENT of
Blind Industries or his designee; a member of the executive
board, or designee of the National Federation of the Blind
of Maryland, appointed by that board; the Secretary of
Public Safety and Correctional Services or his designee; and
the Secretary of General Services or his designee. The
committee shall set the prices of all [products] SUPPLIES
sold by Blind Industries. These prices shall be fixed so as
to reflect the fair market price for the [product] SUPPLIES.
The members shall serve without compensation and shall
receive assistance from the staff of Blind Industries and
Services.

SECTION 12. AND BE IT FURTHER ENACTED, That Section(s)
681 of Article 27 - Crimes and Punishments, of the Annotated
Code of Maryland be and it is hereby transferred, with
amendments, to be Section(s) 8-204 of the new Article 21 -
Procurement, of the Annotated Code of Maryland, to read as
follows:

ARTICLE 21 - PROCUREMENT

[681.] 8-204.

(a) No [goods, wares, or merchandise] SUPPLIES other
than livestock, forest, and agricultural products, and
[goods, wares, merchandise, or products] SUPPLIES used in
agricultural production (whether contained in the original
package or otherwise) manufactured, produced, or mined
wholly or in part by convicts or prisoners in the State of
Maryland (except convicts or prisoners on parole or
probation), may be sold in this State except by or for the
State of Maryland, to its political subdivisions, or a
state-aided, owned, controlled, or managed public or
quasi-public institution or agency; or to any department or
agency of the government of the United States, the District
of Columbia, any other state or its political subdivisions,
or any foreign country, when not prohibited by the acts of
Congress; or to any charitable, civic, educational,
fraternal, or religious association, institution, or agency
for its own use and not for resale to others; or to any
person, firm, or corporation for purposes of national
defense when not prohibited by the acts of Congress; and
except as authorized by this section, such [goods, wares,
and merchandise] SUPPLIES may not be sold either directly or
indirectly to the consuming public; provided, however, that
articles of handicraft made by the inmates of penal and
reformatory institutions may be sold at retail and not for
purposes of resale for the account of the inmates under such
terms, conditions, rules, and regulations as may be
prescribed by the [Department] DIVISION of Correction.
