General Services to revise such prices from time to time, in
accordance with changing market conditions, and to make
rules and regulations regarding specifications, time of
delivery and other relevant matters as are necessary to
carry out the provisions of this section. At the request of
the Secretary of General Services and with the approval of
the Superintendent of Education or other nonprofit making
agencies, the Department of General Services shall
facilitate the distribution of orders and services among
agencies for the handicapped.

(d)  Except as provided in this subsection, all
suitable [products] SUPPLIES and services, hereafter
procured by or for the State or any of its agencies, shall
be procured, in accordance with applicable specifications of
the Department of General Services, from charitable
nonprofit agencies for the handicapped, organized under the
laws of this State and manufacturing the [products] SUPPLIES
and offering services within this State, with the approval
of the Department of General Services whenever the
[products] SUPPLIES and services are available at a price
determined to be the fair market price for the product,
[products] SUPPLIES or services manufactured or offered.

(e)  If suitable [products] SUPPLIES or services are
available for procurement from any department or agency of
the State, and procurement therefrom is required by the
provisions of any other section of this article or of any
other law of this State, procurement of the [products]
SUPPLIES shall be made in accordance with the other
provisions of law.

SECTION 11. AND BE IT FURTHER ENACTED, That Section(s)
6A and 6B, respectively, of Article 30 - Deaf, Mute or
Blind, of the Annotated Code of Maryland be and they are
hereby transferred, with amendments, to be Section(s) 8-202
and 8-203, respectively, of the new Article 21
Procurement, of the Annotated Code of Maryland, to read as
follows:

ARTICLE 21 - PROCUREMENT

[6A.] 8-202.

The State and all state-aided, owned, controlled, or
managed public or quasi-public institutions and agencies
shall purchase from Blind Industries and Services those
[products and/or] SUPPLIES OR services not supplied by the
Department of Public Safety and Correctional Services. Blind
Industries shall send a list of [products] SUPPLIES and
services supplied by it to the Secretary of the Department
of General Services, and to all persons responsible for
purchasing for the above-mentioned institutions. This list
of [products] SUPPLIES and services shall be revised
semiannually. The price of [products] SUPPLIES purchased
from Blind Industries and Services shall be set by the
pricing committee for Blind Industries and Services.
