(III) FOR THE PURPOSE OF THIS SUBPARAGRAPH
PARAGRAPH "EMPLOYER" INCLUDES GROUPS OF EMPLOYERS AS
PRESCRIBED BY RULES AND REGULATIONS OF THE COMMISSION AND
THE INSURANCE COMMISSIONER.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act

shall take effect July 1, 1980.

(IV) THE WORKMEN'S COMPENSATION COMMISSION
SHALL ADOPT RULES AND REGULATIONS PRESCRIBING REQUIREMENTS
AND PROCEDURES FOR GROUPS OF EMPLOYERS SEEKING TO ESTABLISH
JOINT SELF-INSURANCE COVERAGE.

SECTION 2. AND BE IT FURTHER ENACTED, That the

Workmen's Compensation Commission shall promulgate all rules

and regulations required by this Act no later than December
15, 1980.

(IV)  THE WORKMEN'S COMPENSATION COMMISSION
AND THE INSURANCE COMMISSIONER SHALL JOINTLY DEVELOP RULES
AND REGULATIONS PRESCRIBING REQUIREMENTS AND PROCEDURES FOR
GROUPS OF EMPLOYERS SEEKING TO ESTABLISH JOINT
SELF-INSURANCE COVERAGE.

(V)  A GROUP OF EMPLOYERS MAY NOT BE
SELF-INSURED WITHOUT FIRST RECEIVING A CERTIFICATE OF
AUTHORITY TO DO BUSINESS ISSUED JOINTLY BY THE WORKMEN'S
COMPENSATION COMMISSION AND THE INSURANCE COMMISSIONER.

SECTION 2. AND BE IT FURTHER ENACTED, That the rules
and regulations promulgated pursuant to this Act shall be
presented to the General Assembly no later than December 15,
1980.

SECTION 3. AND BE IT FURTHER ENACTED, That Section 1 of
this Act shall take effect July 1, 1981 and Section 2 of
this Act shall take effect on June 1, 1980.
