8-9A-05(h) of the Natural Resources Article of the Annotated
Code of Maryland, as amended from time to time, to
subdivisions of this State for flood control and watershed
management capital projects.
(4) There is hereby levied and imposed an annual State
tax on all assessable property in the State in rate and
amount sufficient to pay the principal of and interest on
the bonds as and when due and until paid in full, such
principal to be discharged within fifteen years of the date
of issue of the bonds.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect June 1, 1980 on July 1, 1980, contingent
upon the enactment and taking effect of legislation to
authorize the Department of Natural Resources to make
grants, requiring matching funds of a minimum of 50 percent,
to subdivisions of this State for flood control and
watershed management capital projects and if no such
legislation is enacted and becomes effective, this act shall
be null and void without the necessity of further action by
the General Assembly.

AN ACT concerning
Workmen's Compensation - Group Self-Insurers
FOR the purpose of permitting groups of employers to
associate for the purpose of establishing joint
workmen's compensation self-insurance coverage;
requiring the Workmen's Compensation Commission and the
State Insurance Commissioner to promulgate certain
rules and regulations concerning self-insurance
programs; requiring Workmen's Compensation
Commission to promulgate those rules and regulations by
a certain date; that the rules and regulations be
presented to the General Assembly by a certain date;
providing a delayed effective date as to certain
provisions; and clarifying language.
BY repealing and reenacting, with amendments,
Article 101 - Workmen's Compensation
Section 16(3)(a)
