CHAPTER 752

(House Bill 521)

AN ACT concerning

Audit - Financial Statements Issued to
the Health Services Cost Review Commission

FOR the purpose of specifying who is qualified to give a
required audit expression of opinion on certain
required financial statements issued to the Health
Services Cost Review Commission.

BY repealing and reenacting, with amendments,

Article 43 - Health

Section 568P b. and 568Q

Annotated Code of Maryland

(1971 Replacement Volume and 1979 Supplement)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:

Article 43 - Health

568P.

b. The annual financial statements filed pursuant to
this section shall be prepared in accordance with the system
of accounting and reporting adopted under § 568-0. The
Commission shall require the certification of specified
financial reports by the institution's certified public
accountant and may require attests from responsible
officials of the institution that such reports have to the
best of their knowledge and belief been prepared in
accordance with the prescribed system of accounting and
reporting. THE LEGISLATIVE AUDITOR MAY PROVIDE THE
CERTIFICATION REQUIRED BY THIS SECTION. FOR THE UNIVERSITY
OF MARYLAND HOSPITAL. FOR THE PURPOSES OF THIS SECTION, FOR
ANY STATE AGENCY, THE LEGISLATIVE AUDITOR IS THE AGENCY OR
INSTITUTION'S UNIVERSITY OF MARYLAND HOSPITAL'S CERTIFIED
PUBLIC ACCOUNTANT.

a. Whenever a further investigation is deemed necessary
or desirable to verify the accuracy of the information in
the reports made by institutions under this subtitle, the
Commission shall have the authority to make any necessary
further examination of the institution's records and
accounts as the Commission may by regulation provide. Such
further examinations under this section may include, but are
not limited to, requiring a full or partial audit of all
such records and accounts.
