location of any such vending stand shall be such as meet the
approval of the owner, lessee or custodian of the building
or premises in which or on which the vending stand is to be
located. Blind Industries and Services of Maryland, subject
to the terms of any such agreement or contract, shall have
full supervision and control over the operation of any such
vending stand. Blind Industries shall have full discretion
as to who shall be placed in charge of each stand and shall
provide the equipment for the vending stand as well as an
adequate initial stock of suitable articles to be vended
therefrom.]

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1980.

(Senate Bill 1036)

AN ACT concerning

Maryland-National Capital Park and Planning Commission -
Insurance Program - Immunity From Liability

FOR the purpose of providing that the Maryland-National
Capital Park and Planning Commission's comprehensive
insurance program includes all claims pending on a
certain date under certain circumstances wherein a
policy of insurance was in effect.

BY repealing and reenacting, with amendments,

Article 66D - Maryland-National Capital Park and

Planning Commission
Section 2-111(e)
Annotated Code of Maryland
(1978 Replacement Volume and 1979 Supplement)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:

Article 66D - Maryland-National Capital Park and
Planning Commission

2-111.

(e) The Commission may raise the defense of partial
governmental immunity for any liability exposure in excess
of insurance limits, when punitive damages are sought, or
