years, 15 percent of the regular mutuel pool, 19 percent of
the multiple mutuel pool involving two horses, and 25
percent of the multiple mutuel pool involving three or more
horses. Regular mutuel pool means a separate wagering pool
in which an interest is represented by a single ticket
evidencing a single wager on one horse. Multiple mutuel pool
means a separate wagering pool in which an interest is
represented by a single wager on two or more horses. Each
licensee shall apply the amounts deducted as follows:
(6) An amount equal to 0.50 percent of the
mutuel pools on all races conducted during the year shall be
allocated for capital improvements as provided by § 12 of
this [article] ARTICLE.
Article 81 - Revenue and Taxes

(h) Except as provided in [subsection (m)] SUBSECTION
(L), for the taxable years 1979-1980 and after, the
Department is responsible for the administrative duties
relating to the application and determination of eligibility
for the tax credits authorized by this section in all
subdivisions. The Department may enter into agreements with
the county or Baltimore City official for assistance with a
portion of the administrative duties, on a temporary basis.
In the case of such limited and temporary agreements, the
Department shall reimburse the counties and Baltimore City
for the reasonable cost of the assistance provided.

(b) For the calendar [year, 1979] YEAR 1979 and each
year thereafter, there is created a program of property tax
relief for persons residing in a dwelling.

(a) (2) (i) In Baltimore City, to augment the members
of the board created in paragraph (1), there shall be
additional members appointed as provided in that paragraph,
so that the membership totals 12. Each of the additional
members shall be appointed for a term not extending
beyond[,] July 1, 1980 and (b) does not apply to them. If a
vacancy occurs among the additional members, a replacement
member may likewise be appointed for the remainder of the
term.

(b) Any person aggrieved by a decision of the
Commissioner made pursuant to the provisions of this
[subsection] SECTION may appeal to a court of competent
jurisdiction in accordance with the Maryland Rules.
