AN ACT concerning
Creation of a State Debt - The General Construction Loan
of 1980 and the General Construction Loans of
1973, 1975, 1976 and 1977
FOR the purpose of authorizing the creation of a State Debt
in the amount of Eighty-Two Million Nine Hundred
Seventy-Six Thousand Dollars ($82,976,000) Eighty-Six
Million Two Hundred Fifty Thousand Dollars
($86,250,000) Eighty-Five Million Three Hundred Fifty
Thousand Dollars ($85,350,000) Eighty-Five Million Five
Hundred Fifteen Thousand Dollars ($85,515,000), the
proceeds to be used for certain necessary building,
construction, demolition, planning, renovation,
conversion, replacement, and equipment purposes of this
State and for acquiring certain real estate and options
in connection therewith; and providing generally for
the issue and sale of bonds evidencing the loan;
amending Chapter 195 of the Acts of 1973, the General
Construction Loan of 1973, as previously amended by
Chapter 406 of the Acts of 1974, to change the
appropriation for preparation of detailed plans and
specifications for park facilities at Greenbrier State
Park to include construction; amending Chapter 886 of
the Acts of 1975, the General Construction Loan of
1975, as previously amended by Chapter 671 of the Acts
of 1977, to change the appropriation for construction
of an Executive-Archival building between St. John's,
Bladen and Calvert Streets to the design and
construction of an Archival building on land currently
owned by the State north of College Creek; amending
Chapter 914 of the Acts of 1976, the General
Construction Loan of 1976, as previously amended by
Chapter 671 of the Acts of 1977, to reduce the
supplemental appropriation for acquisition of land and
parking garage and to authorize use of funds resulting
from the reduction for design and construction of an
Archival building on land currently owned by the State
north of College Creek, to change the object of the
appropriation for utilities for an Executive-Archival
building to the design and construction of an Archival
building on land currently owned by the State north of
College Creek, and to reduce the appropriation for site
improvements for an Executive-Archival building and to
authorize use of the funds resulting from the reduction
for design and construction of an Archival building on
land currently owned by the State north of College
Creek and adjacent to Rowe Boulevard; amending Chapter
914 of the Acts of 1976, the General Construction Loan
of 1976 to reduce the appropriation to correct life
safety deficiencies at Rosewood Center and to authorize
use of the funds resulting from the reduction for
