a] special credit of five points SHALL BE GIVEN TO THE
VETERAN in all examinations for [his] THE initial
appointment and employment with the State. The provisions
of this subsection shall remain in effect until June 30,
[1980] 1984, after which date, without further action by the
General Assembly, this subsection shall have no force or
effect.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1980.

AN ACT concerning

Baltimore City - Traffic Citations by School
Security Guards

FOR the purpose of authorizing Baltimore City school
security guards to make arrests or issue traffic
citations for violations of certain traffic laws,
including parking area regulations, in, upon, and in
the immediate vicinity of schools and certain other
areas.

BY repealing and reenacting, with amendments,

Section 16-16

Article 4 - Public Local Laws of Maryland
(1969 Edition and 1978 Supplement, as amended)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Code of Public Local Laws
of Maryland be repealed, amended, or enacted to read as
follows:

Article 4 - Baltimore City

16-16.

The Police Commissioner of Baltimore City is hereby
authorized, in the exercise of his discretion, upon the
application of any corporation, association, firm or person
in the City of Baltimore that the said Commissioner may deem
responsible, to appoint suitable persons as special police
officers to serve without pay from the said City or the
State of Maryland, and the corporation, association, firm or
