SECTION 2. AND BE IT FURTHER ENACTED, That before this
Act becomes effective it shall first be submitted to a
referendum of the legally qualified voters of Harford County
at the general election to be held in November of 1980. The
cost of the special election, if any, shall be paid by the
County Council. The County Council and the Board of
Supervisors of Elections of Harford County shall do those
things necessary and proper to provide for and hold the
referendum here required. There shall be printed on the
ballots or ballot labels to be used at this election the
title of this Act and underneath the title, on separate
lines, a square or box to the right of and opposite the
words: "For Abolishing AND REPLACING Liquor Dispensary
System" and a corresponding square or box to the right of
and opposite the words: "Against Abolishing AND REPLACING
Liquor Dispensary System" so that each voter of the county
may designate his or her decision for or against the
provisions of this Act. If a majority of the votes cast in
the election are "For Abolishing AND REPLACING Liquor
Dispensary System" the provisions of this Act shall become
effective on December 15, 1980, but if a majority of the
votes cast in the election are "Against Abolishing AND
REPLACING Liquor Dispensary System" the provisions of this
Act shall be of no effect and null and void.
SECTION 3. AND BE IT FURTHER ENACTED, That Section 1
of this Act shall be subject to the same referendum for
which provision is made by Section 2 of Chapter 742 of the
Acts of 1979.
SECTION 4. AND BE IT FURTHER ENACTED, That subject to
the approval by the electorate at the referendum for which
provision is made by Chapter 742 of the Acts of 1979,
Section 1 of this Act shall take effect on July 1, 1980.
SECTION 5. AND BE IT FURTHER ENACTED, That Section 2
of this Act shall take effect July 1, 1980.
