OF THIS SUBTITLE;

(E) MAY ISSUE A CEASE AND DESIST ORDER AS TO ANY
PRACTICE OR ACT FOUND BY THE COMMISSIONER TO BE IN VIOLATION
OF THIS SUBTITLE;

(F) MAY DENY, SUSPEND, OR REVOKE BY ORDER ANY

REGISTRATION OR APPLICATION FOR REGISTRATION IF HE FINDS
THAT THE ORDER IS IN THE PUBLIC INTEREST AND THAT THE
APPLICANT, REGISTRANT, OR LICENSOR OF THE APPLICANT OR
REGISTRANT, EITHER PERSONALLY OR BY AN AUTHORIZED AGENT,
OFFICER, DIRECTOR, OR OTHER PERSON INDIRECTLY OR DIRECTLY
CONTROLLING THE APPLICANT, REGISTRANT, OR LICENSOR HAS
VIOLATED OR IS VIOLATING ANY PROVISION OF THIS SUBTITLE, IS
OR, WITHIN 1 YEAR, HAS BEEN SUBJECT TO AN ORDER OF THE
COMMISSIONER, OF ANOTHER ADMINISTRATIVE AUTHORITY OR OF ANY
COURT DENYING OR SUSPENDING THE RIGHT OF THE RIGHT OF THE APPLICANT
REGISTRANT, OR LICENSOR TO SELL, OFFER, OR BE INVOLVED IN
THE SALE OR OFFER OF BUSINESS OPPORTUNITIES, HAS BEEN
ENGAGED IN ANY UNETHICAL PRACTICES OR CONVICTED OF ANY CRIME
INVOLVING MORAL TURPITUDE, OR IS INSOLVENT AS DETERMINED BY

THE COMMISSIONER IN THE SENSE THAT THE APPLICANT,

REGISTRANT, OR LICENSOR HAS LIABILITIES IN EXCESS OF ASSETS
OR CANNOT MEET FINANCIAL OBLIGATIONS AS THEY MATURE;

(G) (C) MAY PUBLISH GENERALLY INFORMATION CONCERNING
VIOLATIONS OF PROVISIONS OF THIS SUBTITLE, AND ORDERS AND
RULES MADE UNDER THIS SUBTITLE;

(H) (D) MAY REPORT TO ANY APPROPRIATE LAW ENFORCEMENT
OFFICER INFORMATION CONCERNING ANY VIOLATION OF THIS
SUBTITLE;

(I) (E) MAY BRING AN ACTION OR MAY REQUEST THE
ATTORNEY GENERAL TO BRING AN ACTION IN THE NAME OF THE STATE
OF MARYLAND TO ENFORCE THE PROVISIONS OF THIS SUBTITLE OR
ANY RULES OR ORDERS MADE UNDER THIS SUBTITLE; AND

(J) (F) MAY ASSIST, DEVELOP, AND CONDUCT PROGRAMS OF
PUBLIC EDUCATION AND INFORMATION THROUGH PUBLICATIONS AND
OTHER MATERIALS PREPARED FOR DISTRIBUTION TO THE PUBLIC ON
THE SUBJECTS OF THIS SUBTITLE.

(A)  PUBLIC HEARINGS REQUIRED BY THIS SUBTITLE SHALL BE
CONDUCTED IN ACCORDANCE WITH THE ADMINISTRATIVE PROCEDURE
ACT, UNLESS OTHERWISE PROVIDED IN THIS SUBTITLE AND RULES
MADE BY THE COMMISSIONER IN ACCORDANCE WITH THIS SUBTITLE.

(B)  FOR THE PURPOSE OF ANY PUBLIC HEARING,
INVESTIGATION, OR OTHER PROCEEDING UNDER THIS LAW, THE
COMMISSIONER OR ANY OFFICER DESIGNATED BY HIM MAY ADMINISTER
OATHS AND AFFIRMATIONS, SUBPOENA WITNESSES, COMPEL THEIR
ATTENDANCE, TAKE EVIDENCE, AND REQUIRE THE PRODUCTION OF ANY
BOOKS, PAPERS, CORRESPONDENCE, MEMORANDA, AGREEMENTS, OR
