section AND AFTER JULY 1, 1982, IT SHALL BE UNLAWFUL FOR ANY
PERSON, FIRM OR CORPORATION, BOTH MUNICIPAL AND PRIVATE, TO
OPERATE A WATERWORKS, WASTE-WATER WORKS OR INDUSTRIAL
WASTE-WATER WORKS UNLESS THE SPECIFIED OPERATORS OR
INDUSTRIAL OPERATORS HAVE BEEN DULY CERTIFIED UNDER THIS
SECTION. Any person, firm or corporation, both municipal
and private, violating any provisions of this section or the
rules and regulations adopted thereunder is guilty of a
misdemeanor and liable for a penalty of not more than
[twenty-five dollars ($25.00)] $25 a day. Each day of
employment in violation of this section or any rules and
regulations adopted thereunder shall constitute a separate
offense.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1980.

AN ACT concerning
State Board of Inspection of Horse Riding Stables
FOR the purpose of transferring the provisions relating to
the State Board of Inspection of Horse Riding Stables,
as codified in Article 56 (Licenses) of the Code, to
the Agriculture Article; defining certain terms;
requiring licensing and certification for a person to
operate or maintain any horse riding stable with
certain exceptions; including the Board within the
State Department of Agriculture; providing for the
membership, compensation, and expenses of the Board;
providing for the disposition of moneys collected by
the Board; giving the Board the power to make rules and
regulations and hire an inspector; providing for the
application for a license, and the fee to be charged
for inspection; providing for failure to pass an
inspection; creating classes of licenses; providing
that the license is the property of the State;
providing for the posting, term, renewal, transfer,
suspension, or revocation of a license; permitting the
Board to impound a horse under certain conditions;
providing for injunctive authority; providing a
penalty; providing for the termination of this Act as
it relates to the Board; providing for the continued
employment of the present inspector as a full-time
employee; providing that the present Board members
shall serve until their terms expire; and relating
generally to the State Board of Inspection of Horse
Riding Stables.
