person designated shall retain the sum of 10 cents as
compensation for issuing each stamp. The balance of the fee
is paid over and accounted for in the same manner as
hunter's licenses.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1980.

(House Bill 881)
AN ACT concerning
Shore Erosion Control
FOR the purpose of amending the laws related to construction
of shore erosion control projects by the Department of
Natural Resources to generally clarify the procedures
for assessment of taxes and benefit charges regarding
such projects; eliminating all references to agreements
between the Department and property owners as
constituting the basis for repayment; providing that
the Department may increase the cost of a project by a
certain percentage without approval of the property
owner and without increasing the property owner's
initial cash contribution; providing for interest
charges on annual installments not paid within a
certain period; specifying the order of priority for
payment of charges and liens on benefited property on
tax sale or other foreclosure proceedings, including
assumption by the purchaser of any outstanding benefit
charge; clarifying the relationship of the benefit
charge to the requirement for payment of taxes as a
prerequisite to recording of any transfer of property
in certain counties; amending the allowable limits of
the property owner's initial cash contribution; and in
general, amending and clarifying the law relating to
shore erosion control projects.
