(7)  "HOMEOWNERS INSURANCE" MEANS A POLICY OF INSURANCE
PROVIDING A COMBINATION OF COVERAGES, INCLUDING FIRE,
EXTENDED COVERAGE, VANDALISM AND MALICIOUS MISCHIEF,
BURGLARY, THEFT, AND PERSONAL LIABILITY AS APPLICABLE TO
RESIDENTIAL PROPERTIES.

(8)  "APPROPRIATE FEDERAL AUTHORITY" MEANS AN AUTHORITY
THAT ENACTS LEGISLATION, AMENDS OR SUPPLEMENTS THE FEDERAL
REINSURANCE LAW, ADOPTS APPROPRIATE REGULATIONS, OR MAKES
APPROPRIATE ADMINISTRATIVE RULINGS, INCLUDING THE CONGRESS
OF THE UNITED STATES, THE SECRETARY OF THE UNITED STATES
DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT, AND THE FEDERAL
INSURANCE ADMINISTRATOR OF THE DEPARTMENT.

[(7)](9) "Secretary" means the Secretary of the United
States Department of Housing and Urban Development.

[(8)](10) "Urban area" includes any municipality or
other political subdivision of Maryland, subject to
population or other limitations defined in rules and
regulations of the Secretary, and such additional areas as
may be designated by the Commissioner.

(3)  Each member of the association shall participate
in the expenses[,profits] and losses of the association in
the proportion that its premiums written bear to the
aggregate premiums written by all members of the
association.

(4)  The association shall be administered by a
governing committee subject to the supervision of the
Commissioner. The governing committee [acting as such under
the voluntary Maryland property insurance availability
program immediately prior to the effective date of this
subtitle shall become the first governing committee under
this subtitle. Thereafter, succeeding governing committees
shall consist of nine (9) members of the association] OF THE
JOINT INSURANCE ASSOCIATION SHALL CONSIST OF 15 MEMBERS.
FIVE MEMBERS SHALL BE CONSUMER REPRESENTATIVES APPOINTED BY
THE COMMISSIONER AND TEN MEMBERS SHALL BE elected annually
by the members of the association whose votes shall be
weighted in accordance with the member's premiums written.
MEMBERS OF THE GOVERNING COMMITTEE SHALL BE RESIDENTS OF
THIS STATE SELECTED AS FOLLOWS:

(I) TEN MEMBERS OF THE GOVERNING COMMITTEE SHALL
BE MEMBERS OF THE ASSOCIATION ELECTED ANNUALLY BY THE
MEMBERS OF THE ASSOCIATION WHOSE VOTE SHALL BE WEIGHED IN

ACCORDANCE WITH THE MEMBERS' PREMIUMS WRITTEN.
