(2)  If the center is a regional center, by the
officials of the county governments within the region in
accordance with the regional agreement, but with the advice
of the community advisory board and the advice and consent
of the Commissioner;

(3)  If the center is a State center, by the
Commissioner with the advice of the community advisory
board.

(e)] (C) Each center shall have a properly monitored
work release program, and shall make arrangements for
appropriate programs of counselling, educational, and
rehabilitative services. The center, by purchase of service
agreement or by contract, may arrange for any person, firm,
organization, or governmental agency to furnish
rehabilitative programs and services. To the extent
practicable, the center shall utilize appropriate programs
and services which exist in the community.

[(f)] (D) (F) The director or [assistant director of a
center] DESIGNEE, in conformity with [general rules
promulgated] GUIDELINES DEVELOPED BY THE JURISDICTION
OPERATING THE CENTER, REVIEWED BY THE COMMUNITY ADVISORY
BOARD AND APPROVED by the Secretary, may grant an inmate the
privilege of leaving the confines of the facility for the
purpose of employment or seeking employment, participating
in educational programs, vocational training, community and
civic activities, volunteer work, or athletic competition,
[or] making personal or family visits, OR SIMILAR
REHABILITATIVE ACTIVITIES. A copy of the terms and
conditions governing the grant of leave, signed by the
director or [assistant director] DESIGNEE, shall be carried
at all times by the inmate when outside the confines of the
center. An inmate on leave shall be deemed to be in the
custody of the center to the same extent, and subject to the
same supervision and control, as an inmate actually in
confinement by the Division of Correction, and any escape
shall be punishable as provided in § 139 of this article.

[(g)] (E) (G) The recreational, educational,
vocational, and other facilities of a center may be made
available for the use of the community.

[(h)] (F) (H) The State, a county, and a body created
pursuant to a regional agreement, in accordance with
applicable budgetary rules, regulations, and procedures, and
with any applicable regional agreement, may enter into the
contracts and take other appropriate actions necessary or
desirable to carry out the provisions of this subtitle with
respect to centers operated by them.

[(i)] (G) (I) The earnings of an inmate, less payroll
deductions required by law, shall be collected by or
surrendered to the director or his authorized designee, who
shall keep an accurate account of them. From these earnings,
the director [shall] MAY deduct:
