It is the intent of the General Assembly

that the Department of General Services

provide construction inspections for

each center on a contractual basis.
Further, it is the intent of the
General Assembly that when, the centers

supervisor be retained either on a

contractual basis or as a full-time

State position. This determination

as to cost effectiveness and desired

operational efficiency.
