consumption on the premises. A holder of this special
permit may continue to sell beer or beer and wine for
consumption on or off the premises, but he may not (1) sell
liquor for consumption off the premises, or (2) purchase or
possess liquor on the premises in any size container smaller
than [4/5 quart] 23 OUNCES OR 680 MILLILITERS. Application
for this special permit shall be made not less than 30 days
prior to the day on which the permit is to take effect. The
annual fee for this special permit is $500.00.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act is
hereby declared to be an emergency measure and necessary for
the immediate preservation of the public health and safety
and having been passed by a yea and nay vote supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

Delegates to National Conventions
FOR the purpose of providing a procedure for the election of
certain delegates to represent a political party at its
national convention if the party is not entitled to
nominate candidates for public office by means of
primary elections; and making this Act an emergency
measure.
