SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Code of Public Local Laws
of Maryland be repealed, amended, or enacted to read as
follows:

Article 18 - Queen Anne's County

23-20.

(a) For the purpose of providing funds [for] TO
FINANCE the design, ENGINEERING, construction,
establishment, INSTALLATION, IMPROVEMENT, EXTENSION,
purchase, acquisition or condemnation of [the] ANY water
supply, sewerage, solid waste [and] OR drainage [systems
provided] SYSTEM AUTHORIZED [for] by this subtitle,
INCLUDING THE PROVISION OF FUNDS FOR THE PAYMENT OF INTEREST
PRIOR TO AND DURING CONSTRUCTION OF SUCH A SYSTEM AND FOR A
LIMITED PERIOD NOT TO EXCEED 1 YEAR AFTER THE COMPLETION OF
CONSTRUCTION, the [County Commissioners of Queen Anne's]
County shall HAVE THE POWER AND IS HEREBY AUTHORIZED from
time to time [as they deem necessary, issue bonds] TO BORROW
MONEY THROUGH THE ISSUANCE AND SALE upon the full faith and
credit of the county[. The county may pay the interest on
any bonds it issues out of the proceeds of the sale of the
bonds, but not more than one year's interest may be so
expended.] OF ITS GENERAL OBLIGATION BONDS.

(C) NOTWITHSTANDING ANYTHING IN THIS SUBTITLE OR OTHER
PROVISION OF LAW, THE COUNTY MAY SELL ANY BONDS ISSUED UNDER
THIS SUBTITLE TO THE UNITED STATES OF AMERICA OR TO THE
STATE OF MARYLAND, OR TO ANY AGENCY OF EITHER OF THEM, AT
PRIVATE SALE UPON THE SAME TERMS AND CONDITIONS AS MAY FROM
TIME TO TIME GOVERN OTHER PURCHASES OF LIKE OBLIGATIONS BY
THE UNITED STATES OF AMERICA OR THE STATE OF MARYLAND, OR
ANY AGENCY OF EITHER OF THEM, AND THE COUNTY NEED NOT
PUBLISH ANY NOTICE OF SALE WITH RESPECT TO OR RECEIVE BIDS
FOR, ANY BONDS ISSUED UNDER THIS SUBTITLE BEFORE SELLING THE
