In addition to, but not in substitution of, the powers
which have been, or may hereafter be, granted to it, such
legislative body also shall have the following express
ordinance-making powers:
(31) TO MAKE USE OF FEDERAL OR STATE FINANCIAL
ASSISTANCE FOR COMMERCIAL OR INDUSTRIAL REDEVELOPMENT
PROJECTS INCLUDING, FOR THE PURPOSE OF MAKING GRANTS,
LOANS, OR GUARANTEEING LOANS TO PRIVATE ENTITIES; PROVIDED,
THAT THE AUTHORITY GRANTED BY THIS SUBSECTION MAY BE USED
ONLY FOR COMMERCIAL OR INDUSTRIAL REDEVELOPMENT PROJECTS AND
MAY NOT BE USED FOR RESIDENTIAL OR HOUSING PROJECTS.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall not be construed to grant, expand, or enlarge the
power of eminent domain of any county or city.
SECTION 2 3. AND BE IT FURTHER ENACTED, That this Act
shall take effect July l, 1980.

AN ACT concerning
Queen Anne's County - Sanitary District
FOR the purpose of authorizing and empowering the County
Commissioners of Queen Anne's County to borrow money
through the issuance of general obligation bonds of the
County to provide funds for the payment of interest
prior to and during construction of sanitary district
systems of the County and for a limited period after
completion of such construction; authorizing and
empowering the County to sell such bonds at private
sale to the United States of America or to the State of
Maryland, or to any agency of either of them;
authorizing and empowering the County to borrow money
from time to time for periods not to exceed a certain
number of years to provide funds for the interim
financing of sanitary district systems of the County
through the issuance of general obligation notes of the
County; empowering the County to determine by
resolution the maturity or maturities, interest rate or
rates or manner of determining the same, price or
prices at which the notes may be sold and the manner of
their sale, and other terms of the notes; exempting the
notes and the interest thereon from all State,
