provide and maintain at a convenient point within the coal
mining fields, at least two complete resuscitating outfits
and two full rescue outfits, of the type the United States
Bureau of Mines recommends and the Bureau approves. The
outfits shall be available for the instruction of rescue
crews and for immediate use if needed in rescue work.
(d) The operator of every gaseous coal mine employing
at least 100 workers underground shall train for rescue work
at least three crews of four workers each from his
employees. In mines employing less than 100 men, at least
one crew of four workers shall be trained for rescue work.
The Bureau shall provide instructions and facilities for the
rescue crews. The crews may use the Bureau's apparatus for
training purposes, under Bureau regulations.
(g) On receiving notice of a serious accident in or
about any mine, involving or threatening injury to any
person or property, the district mine inspector shall
proceed to the scene of the accident and direct the rescue,
relief, and restoration work. He may request the Director of
the Bureau to come or detail additional district mine
inspectors to assist if necessary.]

Every worker and other person underground shall use
only approved electric cap lamps for portable illumination.]

Because of the danger of explosion and fire hazards,
every person in any underground working of a mine is
prohibited from intentionally creating any arc, spark, or
open flame, other than those which cannot be avoided in the
normal performance of work.]

Welding and cutting with electricity or flame generally
shall be restricted to places where a trolley locomotive is
permitted. Where necessary to weld and cut in face regions,
the work shall be under the direct supervision of a
certified official who shall test for gas before starting
operations and frequently thereafter. In every welding and
cutting operation, precaution shall be taken against
starting a fire, and the area in which the operation takes
place shall be rock-dusted.]

Carrying any intoxicating liquor, or smoking, or
carrying any match or other flame-making device into a mine
is prohibited. The operator may search or cause to be
searched, any person entering or about to enter any mine, to
prevent the person from taking or carrying in the mine any
intoxicating liquor, match, pipe, cigar, cigarette, or any
