HARRY HUGHES, Governor                             1263

SECTION 4. AND BE IT FURTHER ENACTED, That before this
Act becomes effective it shall first be submitted to a
referendum of the legally qualified voters of Garrett County
at a special election to be held at the same time as the
general election in 1980. The Board of County Commissioners
and the Board of Supervisors of Elections of Garrett County
shall do those things necessary and proper to provide for
and hold the referendum here required. There shall be
printed on the ballots or ballot labels to be used at this
election the title of this Act and underneath the title, on
separate lines, a square or box to the right of and opposite
the words: "For Elected School Board" and a corresponding
square or box to the right of and opposite the words
"Against Elected School Board" so that each voter of the
county may designate his or her decision for or against the
provisions of this Act. If a majority of the votes cast in
the election are "For Elected School Board" the provisions
of this Act shall become effective on (the 30th day
following the official canvass of votes for the referendum),
but if a majority of the votes cast in the election are
"Against Elected School Board" the provisions of this Act
shall be of no effect and null and void.

SECTION 5. AND BE IT FURTHER ENACTED, That this Act
shall be submitted to referendum as a substitute for and in
lieu of Chapter 646 of the Acts of the General Assembly of
1979, and Chapter 646 of 1979 shall not be submitted to a
referendum of the legally qualified voters of Garrett
County.

Disposal of Wastes on State Properties - Natural Resources

FOR the purpose of prohibiting the disposal of certain
substances on certain properties owned by the State and
managed by the Department of Natural Resources , unless
the disposal is a part of a certain program.
