commissions, and councils do not include consumer
representatives as defined in this subsection on July 1,
1974, appointments] APPOINTMENTS made [thereafter], whether
by the Governor or the Secretary, [shall] MAY add one or
more consumer representatives to the number of members on
the boards, commissions, and councils or in the alternative
[shall] MAY place one or more consumer representatives in
whatever vacancies, whether by expiration of term,
resignation, removal, death, or otherwise, may arise on
existing boards, commissions, and councils. Any boards,
commissions, or councils, whether regulatory or advisory,
created within the Department of Licensing and Regulation
after July 1, 1974 shall include one or more consumer
representatives.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1980.
